Certification of Services. Regulatory Documentation

Today, the services market in Russia is actively developing: more and more companies are appearing that offer, for example, freight, auditing, trust, and other services. This is due to the rapid pace of progress – social, scientific, technical, economic, cultural.

Companies wishing to confirm the quality of their services undergo certification. In this article, we will focus on some general aspects of certification of works (services).

Certification of services (or works) is an independent confirmation of compliance with approved requirements, ensuring that the company providing the services complies with the Law on Protection of Consumer Rights in the Russian Federation. An organization that has undergone the certification procedure confirms its ability and willingness to provide partners, suppliers, consumers, and regulatory authorities with objective evidence that the quality of its activities meets specific regulatory requirements confirming the safety of works (services) for the health, property, and life of the consumer, as well as the safety of the process of providing services and performing works.

For certification, appropriate standard schemes and the following regulatory documentation are usually used:

• Legislative acts of the Russian Federation.
• Rules for the provision of certain types of services and performance of specific types of work approved by resolutions of the Government of the Russian Federation.
• National and international standards, sanitary norms and rules, building codes and regulations, and other federal norms that establish regulatory requirements.
• Technical specifications and other documents similar in purpose (such as an organization's standard, etc.) that establish requirements for the quality of services provided and works performed.

The regulatory documents used in certification must contain requirements for the safety and quality of services (works). They must also include methods for their verification, testing, evaluation, and control, and the documentation itself must have clear, specific formulations to ensure precise unambiguous interpretation.
