Sanitary-Epidemiological Conclusion: Concept and Features

Note that the 'Expert Conclusion' (previously issued as a hygienic certificate) was abolished back in 2010, and instead today certificates of state registration of products are used. Previously issued SECs had the right to exist only until 2012 (as an option, the validity period of the conclusion could also be present).

Sanitary-epidemiological examination, resulting in a certificate, was mandatory for children's goods, food products, clothing, goods in contact with human skin, as well as food consumed (kitchen utensils and appliances, stationery, furniture, household chemicals, etc.).

SECs were issued based on conducted tests and confirmed by test protocols. The applicant, when submitting an application for a SEC, in addition to a sample of their product, was required to prepare the documents on the basis of which the tests were to be conducted. It should be noted that the list of documents differed depending on the origin of the product (domestic, imported), delivery and production conditions.

The sanitary-epidemiological examination of products and issuance of a hygienic certificate were carried out by territorial departments of Rospotrebnadzor, as well as by the Centers for Hygiene and Epidemiology, which conducted the tests. The validity period of the SEC, i.e., the hygienic certificate, could be up to 5 years.

Note that the latter was issued on a blue-light blue form, and for food additives a so-called 'Registration Certificate' was provided, which was issued instead of a SEC.

Each expert conclusion had its own individual number, which contained information about the TsGSEN that issued the conclusion, the date of issue, and the product for which the document was issued. The first two digits indicated the region code of the sanitary service, the next two pairs of digits contained information about which TsGSEN issued the conclusion. The document also included the first three digits of the OKP code of the product, its number in the register, and the year and month of issue of the conclusion.
