The state enterprise 'Prozorro' is the owner of the ProZorro database and provides comprehensive support for the bidding system. In the future, the ProZorro system should become a successful IT company that develops and implements innovative products both domestically and abroad.
How the system works
ProZorro itself is a database hosted on a server, which allows connection not directly but through one of the specialized trading platforms. Thanks to this organization, state bodies or the database administrator represented by Transparency International cannot artificially influence tender participants or exclude them from the list. The platforms' interest lies in finding the maximum possible number of suppliers.

Bidding is carried out in several stages:
• Announcement of bidding. The customer, free of charge, posts an announcement on all platforms with the desired conditions for the supply of products or services. Suppliers pay for participation in the bidding;
• Clarification stage, during which suppliers provide feedback to the customer regarding all delivery conditions;
• Acceptance of tender proposals according to the established schedule. At this stage, the state customer and external observers do not know the names of suppliers and proposed prices, which promotes healthy competition;
• Auction – at this stage, prices are visible, and the customer selects the supplier with the most advantageous price.
Since 2016, the electronic public procurement portal has become mandatory. Its undeniable advantage is that in 2016, UAH 5 billion in budget funds were saved, and in 2017, savings of UAH 50 billion were planned.
Another advantage of the system is that all tenders and procurements take place in an open mode, and corrupt schemes are no longer relevant. This means that all suppliers of services and goods for state institutions are now selected transparently and openly. As a result, healthy competition is created, transparency of bidding is increased, and state funds are saved, which can be directed to necessary needs. The system has already proven its effectiveness in practice, as in 2016, about 14,000 tenders worth a total of UAH 4.1 billion were conducted through it.
Today, the main task is to increase the trust of businessmen in bidding. After all, for many years of theft and corruption, owners of small and medium-sized businesses no longer hoped to profitably sell their goods and services to state institutions on a competitive basis. But the ProZorro system has made it possible to dramatically change the sphere of tenders, as a result of which society has all the tools to control the conduct of bidding.
