The Consular Department legalizes the following documents: – originals of official documents of the new Ukrainian type, issued by civil status registration authorities, certified by the regional justice administration in the region where they were issued, by the Justice Administration of the Autonomous Republic of Crimea, by the city justice administration for the cities of Kyiv and Sevastopol, by the Central and Left Bank Civil Registry Offices of Kyiv; – originals of international-style education documents are legalized accompanied by a cover letter from the higher educational institution that issued the documents, certified by the ministry overseeing the relevant educational institution; – copies, translations, and other documents certified or issued by state notaries, certified by the Ministry of Justice of Ukraine.
After legalization at the Consular Department, official documents must be certified by the diplomatic mission of the country where they will be used. The Consular Department does not legalize documents drawn up in the territory of foreign states. Such documents must be legalized at a Ukrainian consular office in the state of origin of the documents. In the absence of a Ukrainian consular office in the country of origin, foreign documents may be legalized by the Consular Department of the Ministry of Foreign Affairs of Ukraine, provided they are certified by the Ministry of Foreign Affairs of the country of origin and by the consular office of that country representing its interests in Ukraine.
Documents from individuals are accepted for legalization upon presentation of a passport or other identity document; when legalizing certificates of marital status, a general passport is mandatory. If it is necessary to submit for legalization documents belonging to or issued in the name of another person, the applicant must provide a notarized power of attorney from the owner of the documents. A power of attorney issued by the competent authorities of a foreign state must be certified by the Ukrainian consular office operating in that state.
Documents from legal entities are accepted for legalization accompanied by a cover letter on a letterhead with details and a seal, specifying the list of documents, the purpose for which they are being legalized, and the details of the person authorized to submit the documents. If necessary to confirm the facts set out in the documents being legalized, the Consular Department of the Ministry of Foreign Affairs may require the presentation of additional documents.
All citizens submitting documents for legalization fill out an application form. A consular fee is charged for legalization, which is paid after submitting the documents at the savings bank located in the building of the Ministry of Foreign Affairs of Ukraine. Documents are processed on the next working day after receipt. For urgent processing within one working day, a double consular fee is charged.
