The FMS already has an information database of the information system, which contains 58 million records of everyone who has ever entered Russia. 'We can actually speak of creating a system for controlling the entry, stay, and exit of foreigners that is advanced by international standards,' explains Konstantin Romodanovsky. 'An electronic dossier will appear for each foreign citizen. If necessary, the system will instantly respond to the appearance of information about persons whose stay is undesirable.' He noted that all data on a guest will be entered into special biometric documents issued upon obtaining an ordinary temporary residence permit, a residence permit, or purchasing a travel document.
As a source in the FMS apparatus told a Gazeta correspondent, the black database will primarily include those migrants who were deported, who did not submit the required medical certificates within the deadline after receiving a work permit, as well as those against whom a criminal case or an administrative offense case was initiated.
Lidia Grafova, head of the Fund for Migrant Organizations, perceived the news of the creation of a new black database of migrants critically. 'I simply do not understand why the FMS needed to create its own database of unreliable people if it has existed for years in both the Ministry of Internal Affairs and the Federal Security Service,' the human rights activist stated in an interview with Gzt.ru. 'I fear that even the most minor offenders, for example, those who lost documents in Russia or missed the deadline for submitting some papers, might end up in the migration service's database.'
According to Lidia Grafova, besides minor offenders, not all those deported from Russia should be automatically entered into the database. The human rights activist believes that even if the sentence has long expired or the innocence of foreign citizens has been established by a court, it will be extremely difficult to remove them from the black database.
