The fact is that previously quotas were distributed among Russian regions almost by intuition. Now the proposal of the capital's authorities has been formed after checking applications received from employers, analyzing the needs of the city economy, and taking into account the actual number of labor migrants for whom work in Moscow was registered according to the rules. Plus, according to Deputy Mayor of the Moscow Government Valery Vinogradov, a small reserve is included in the quota.<\/p>
Of the 300,000 people, the capital's authorities propose allocating 250,000 for migrant workers from countries with which Russia has a visa-free regime (these are CIS members, except Georgia and Turkmenistan), and 50,000 for labor migrants from visa countries. The largest number, 120,000 foreigners, are planned to be used in construction. About 60,000 will come to work in the consumer market and services. Moreover, most of them (46,000) will be employed in wholesale trade. Retail and household services will account for about 14,000 foreigners respectively. The Department of Transport and Communications has given the go-ahead for the arrival of 12,600 foreign workers, the housing and utilities sector will attract 9,500 people, and industry - 6,300.<\/p>
"A quota of 300,000 is very close to the real needs of the city," Valery Vinogradov is confident. However, statistics are a tricky thing. For example, it is not a fact that the capital's authorities have satisfied the needs of private companies. According to Vinogradov, every fifth of their applications was rejected. At the same time, the mayor's office decided to stop the practice of attracting migrant workers without a preliminary application: a regulatory document is being prepared under which organizations that participated in the application process will receive priority rights to hire foreign labor. The rest, apparently, will have to make do with illegal workers.<\/p>
