"This card makes information about the migrant accessible and open. In fact, it will become a foreigner's document with his photograph, passport data, blood type, medical examination, in short, all information about a citizen arriving in Moscow. The cards are planned to be issued to arriving citizens from other countries at the border when entering the capital of Russia," added Chernetsov. According to him, such a card must be obtained by a migrant mandatory, not voluntarily. "Without it, an arriving migrant simply will not be able to legalize," he noted.
"If a person goes to another country, for example, to Russia, he must have money, not only to be able to shop in Moscow stores. He must be able to deposit a security amount, conditionally, $500. At least, this is a guarantee that he will be able to leave back. By paying this amount, the foreigner will receive a card," explained the official.
As the source reports, it is assumed that migrant cards will be issued at specially created migration terminals. The card is valid for three months; if the migrant concludes a labor contract, the term will be extended for a year. By the card, the employer will be able to determine whether the person has undergone a medical examination. According to the official, the migration card will also protect migrants and employers from "fly-by-night agencies" that issue fake certificates, including medical ones. "This system is as automated as possible," noted Chernetsov.
The idea of creating a migrant card was born a year ago in the committee for interregional relations and national policy of Moscow, RIA Novosti notes. And, according to Chernetsov, the mayor of the capital supported the proposal. "A feasibility study and a memorandum are already being prepared. The implementation of the system will take at least three months, since it involves additional funding," said Chernetsov.
