For some detainees, investigative actions to prove their involvement in terrorism were not carried out for several weeks. The report particularly criticizes the Metropolitan Detention Centre in New York. There, 84 detainees were held in especially harsh conditions, locked up for at least 23 hours a day. When escorted, they were handcuffed and shackled, and heavy chains were also used. They were allowed only one phone call per week, which prevented them from receiving timely legal assistance. Some also suffered physical and psychological abuse.
Justice Department representatives said that all actions were carried out in accordance with the law. They also added that they do not consider it possible to apologize for lawful attempts to protect the US population from terrorist attacks.
