Obtaining Certification for Compliance with TR CU

What does a certificate give?

Certification is a procedure for confirming the safety of a product, evidence that its quality meets the requirements stipulated by the relevant technical regulation adopted by the CU Commission. There are a number of products for which certification is mandatory. Their list is contained in the Decision of the CU Commission approved on 18.05.2010. For other goods, a certificate may be issued voluntarily, and confirmation of their safety compliance is carried out according to national standards.

By obtaining a TR CU certificate, a company or individual entrepreneur receives:

– the right to conduct duty-free trade throughout the entire CU territory;
– the opportunity to refuse to obtain certificates under the national systems of Russia, Belarus, and Kazakhstan;
– the opportunity to use the certificate as evidence of product quality when entering foreign markets.

Certification schemes

The certification procedure can be carried out in any of the CU countries – accredited certification bodies operate throughout the union, a list of which is posted on the CU Commission website. There are different certification paths, which mainly depend on the type of product and applicant. The CU Commission approved standard schemes, among which a suitable option is selected for a specific case:

– 1C: the applicant is the manufacturer, the object is a series of products, features – mandatory analysis of samples and the production itself;
– 2C: the applicant is the manufacturer, the object is a series of products, features – mandatory QMS certification;
– 3C: the applicant can be either the manufacturer or the supplier, the object is a batch of products, features – mandatory sample analysis;
– 4C: the object is a single unit of the product;
– 5C: the object is a series of products, the testing of samples is impossible or difficult to perform, features – project analysis is carried out;
– 6C: similar to scheme 5C except for mandatory QMS certification;
– 7C: the object is serially produced complex products or products with many modifications; features – production analysis and type testing;
– 8C: similar to scheme 7C except for QMS certification and its further inspection control;
– 9C: the object is a limited batch of imported goods or foreign equipment imported for the purpose of equipping enterprises in the CU territory.
