Why, actually, was the tax introduced? According to data published by the Ministry of Finance on the official website of the department, the money that will be received from owners of heavy vehicles will go to cover the costs of damage that this equipment causes to road surfaces. The proceeds from the tax on trucks will be transferred to the federal road fund. It is from there that the state takes funds for the construction, repair and maintenance of the Russian road network.
The calculations are such that 1 kg of vehicle weight will now cost its owner 24 kopecks. Depending on the type of truck, the tax amount will be 4,206–13,736 rubles per year. According to plans, in 2012-2013, the carrier of oversized cargo will bring an additional 10 billion rubles to the country's budget.
Of course, oversized transportation is not cheap anyway. The introduction of the tax also means an increase in the cost of services for transporting large-sized objects. It is clear that this state of affairs cannot please either the owners of transport companies or their clients. If the owner does not pay the truck tax on time, then both he and the driver of the vehicle will be subject to administrative penalties, thereby incurring a fine. The fine for drivers is 5,000 rubles, and for individual entrepreneurs, as well as officials responsible for the movement of the vehicle, it is 40,000 rubles. A repeated violation will be punished more severely: the truck driver will be deprived of his license for 1 month, and the individual entrepreneur or official will have to pay a fine of already 50,000 rubles.
