Scammers intercept packages of documents that are sent by mail to Green Card lottery winners, after which they contact the lottery winners and ask them to pay a certain amount to receive the information package.
The U.S. Embassy reports that "Green Card lottery winners receive notifications and instructions regarding further steps directly from the Kentucky Consular Center of the Department of State, and no other organizations or companies are authorized to notify them."
