Obtaining a permit is mandatory for equipment used in the mining and processing industry, metallurgy, oil and gas industry.

A Rostekhnadzor permit is obtained on the basis of the regulation 'On the issuance of permits for the use of technical devices at hazardous industrial facilities'. To apply for a permit, an industrial safety expert examination must be conducted and a corresponding conclusion obtained. Also required is certification of compliance with regulations or a letter confirming that the equipment does not need such a certificate. In addition to certificates, drawings and diagrams of the equipment and devices, as well as all technical documentation for them, are needed.

On average, a permit for the use of equipment is issued within 1.5-3 months, but the process may drag on for up to six months, as provided for by the administrative regulations. The full list of documents to be submitted to the relevant authorities may vary depending on the customer and the specifics of production, but usually an application, a certificate of company registration, various data and technical characteristics of the equipment or devices requiring a permit are needed.

If available, conclusions of independent foreign experts and an ISO 9001 certificate of conformity should be attached, but this is usually only necessary if the equipment is manufactured outside the Russian Federation. If a permit is issued for the use of imported equipment and devices, the documentation must be translated into Russian.

Information on how to properly complete an application can be found on information boards at Rostekhnadzor offices or on the website of this agency. After an application for a technical regulation certificate has been submitted, notification of its review will be carried out personally by a service employee or by telephone.

All applications are registered in the Administrative and Legal Department, and after the examination (regardless of the results) they are entered into the register of the Department for Methodology and Organization of Regulatory Activities. The applicant is informed of the results if the authorities have decided to reject the application or if the procedure has been completed and the enterprise can pick up the Rostekhnadzor permit for the use of the devices or equipment specified in the application.
