Inclusion of relatives is possible only in the direct descending line. An elderly late resettler can include a daughter, granddaughter, great-granddaughter in her admission decision. However, a daughter with late resettler status cannot include her mother in her admission decision.
The language test is still necessary. Each family member over 18 must pass a test of a certain level, depending on their resettlement status. The reunification of foreign parents with their children who are German citizens is still possible without a language test. The law recognizes that due to health reasons, some are unable to learn German at the required level. Such persons are exempt from the language test.
But the inability to learn the language must be proven. Usually, a certificate from a district clinic is not enough. A certificate is a piece of paper with something written on it, most often by hand and illegibly, with a scrawled signature of an unknown doctor. A thorough case-by-case examination is needed. The diagnosis or disability group alone does not always indicate the impossibility of learning the language.
