A new bill tightening the activities of sex industry workers and brothel owners will oblige sex workers to obtain registration documents.
As Deutsche Welle reports, if the bill is passed, prostitutes aged 21 and over from July 2017 will be required to obtain registration, which is issued for a term of three years. From 2018, registration of new sex industry employees will be valid for two years. For young prostitutes, the rules are stricter: sex workers aged 18 to 21 must register every year.
Also, all sex workers must undergo mandatory counseling at the health authority once a year. For lack of registration, the violator will have to pay a fine of one thousand euros.
In addition, those wishing to open an establishment providing sex services must obtain a license for their business and undergo a special "reliability check". Such measures should protect persons engaged in prostitution from human traffickers.
Before obtaining permission to open a brothel, an entrepreneur must submit a plan and description of the future work. Such rules should prevent brothel owners from exploiting employees. For example, in Germany there are such establishments where clients pay a special entrance fee. Thus, he pays not for a specific service, but for a certain period of time. The bill should put an end to such tariffs, as well as to gang rapes in sex establishments, writes the newspaper Bild.
The new bill obliges clients of prostitutes to use condoms. Violators of the law will face a fine of up to 50,000 euros. Brothel owners will be banned from advertising unprotected sex services.
