To renounce Ukrainian citizenship, a citizen of Ukraine permanently residing abroad submits the following documents (in 4 copies):
1. Application for renunciation of Ukrainian citizenship (Form 20, approved by Order of the Ministry of Foreign Affairs of Ukraine No. 185 of 15. 09. 2006).
2. Four photographs measuring 35x45 mm).
3. Copy of the international passport of a citizen of Ukraine with a mark of departure for permanent residence abroad or a copy of the passport of a citizen of the former USSR of the 1974 model with a mark of deregistration from the territory of Ukraine. If the applicant does not have one of these documents, in confirmation of the fact of being a citizen of Ukraine and the fact of permanent residence abroad, appropriate certificates issued by the internal affairs body of Ukraine or the diplomatic mission or consular post of Ukraine are submitted.
4. One of the following documents: a certificate that the applicant has acquired German citizenship (Einburgerungsurkunde), a certificate issued by the naturalization bureau stating that the citizen of Ukraine will acquire German citizenship if he renounces Ukrainian citizenship (Einburgerungszusicherung).
To renounce Ukrainian citizenship of a child who has left with his parents for permanent residence in Germany and is renouncing Ukrainian citizenship together with his parents, one of the parents includes in his application for renunciation a petition for the child's renunciation of Ukrainian citizenship and submits together with his documents (in 4 copies):
1. Copy of the child's birth certificate.
2. Copy of a document confirming the child's status as a citizen of Ukraine.
3. Einburgerungsurkunde or Einburgerungszusicherung issued to the child.
4. Statement of the child aged 14 to 18 consenting to renunciation of Ukrainian citizenship (Form 21, approved by Order of the Ministry of Foreign Affairs of Ukraine No. 185 of 15. 09. 2006).
5. Document confirming the child's departure for permanent residence abroad.
The same documents are required for renunciation of Ukrainian citizenship of a child who left with one parent for permanent residence in Germany and is renouncing Ukrainian citizenship with that parent, while the other parent remains a citizen of Ukraine or is a foreigner or stateless person.
To renounce Ukrainian citizenship of a child who left for permanent residence in Germany and whose parents have renounced Ukrainian citizenship, one of the child's parents submits the following documents (in 4 copies):
1. Application for renunciation of Ukrainian citizenship of the child (Form 22, approved by Order of the Ministry of Foreign Affairs of Ukraine No. 185 of 15.09.2006).
2. Four photographs measuring 35x45 mm) of the child, if he is 7 years old or older.
3. Copy of the child's birth certificate.
4. Copy of a document confirming the child's status as a citizen of Ukraine.
5. Einburgerungsurkunde or Einburgerungszusicherung issued to the child.
6. Statement of the child aged 14 to 18 consenting to renunciation of Ukrainian citizenship (Form 21, approved by Order of the Ministry of Foreign Affairs of Ukraine No. 185 of 15.09.2006).
7. Document confirming the child's departure for permanent residence abroad.
8. Documents confirming that the child's parents have renounced Ukrainian citizenship.
To renounce Ukrainian citizenship of a child adopted by spouses, one of whom is a citizen of Ukraine and the other a foreigner, the adoptive parent who is a foreigner submits documents (in 4 copies):
1. Application for renunciation of Ukrainian citizenship of the child (Form 22, approved by Order of the Ministry of Foreign Affairs of Ukraine No. 185 of 15.09.2006).
2. Four photographs measuring 35x45 mm) of the child, if he is 7 years old or older.
3. Copy of the child's birth certificate.
4. Copy of a document confirming the child's status as a citizen of Ukraine.
5. Einburgerungsurkunde or Einburgerungszusicherung issued to the child.
6. Statement of the child aged 14 to 18 consenting to renunciation of Ukrainian citizenship (Form 21, approved by Order of the Ministry of Foreign Affairs of Ukraine No. 185 of 15.09.2006).
7. Document confirming that one of the child's adoptive parents is a German citizen.
8. Copy of the passport of a citizen of Ukraine confirming that the second adoptive parent of the child is a citizen of Ukraine.
9. Copy of the court decision or decision of the diplomatic mission or consular post of Ukraine on the adoption of the child, or a decision of an official authority of Germany on the adoption of the child that is recognized as valid in Ukraine.
10. Document certifying the marital relationship between the child's adoptive parents at the time of adoption.
Some nuances
The total period for considering a request for renunciation of Ukrainian citizenship shall not exceed 1 year. This period does not include the time required for sending materials by diplomatic or civil mail.
The state fee for renunciation of Ukrainian citizenship is 220 euros. The date of termination of Ukrainian citizenship is the date of issuance of the corresponding Decree of the President of Ukraine. Upon receiving notification of termination of Ukrainian citizenship, diplomatic missions in Germany shall notify the applicant of the decision of the President of Ukraine within one week, confiscate the international passport of the citizen of Ukraine, and issue a certificate of termination of citizenship. The period for implementing the decisions of the President of Ukraine on citizenship matters shall not exceed one month.
