As RIA Novosti reports, according to the document, visas may be denied to foreigners who have committed "actions of a clearly disrespectful nature towards Russia, its federal government bodies or state symbols of the country, or actions of a disrespectful nature towards historically established and generally recognized values in the Russian Federation".
The amendments to the laws "On the Procedure for Exit from the Russian Federation and Entry into the Russian Federation" and "On the Legal Status of Foreign Citizens in the Russian Federation" were developed by the parliamentary committee on constitutional legislation. According to its chairman Vladimir Pligin, first of all they are aimed at implementing the principles of reciprocity with foreign states in relation to entry rules.
"A number of states are ready to issue multi-entry visas valid for several years to a number of categories of Russian citizens if Russia, for its part, takes similar steps," Pligin stated. According to him, the adopted amendments more clearly regulate the procedure and grounds for issuing business, private and humanitarian visas to foreign citizens. In addition, the document simplifies the rules for obtaining visas on a number of grounds. In particular, this concerns journalists and staff of foreign media correspondents' offices, as well as citizens who have married Russians.
At the same time, a foreigner will be denied a visa if, within three months from the moment of filing the application, he has not submitted a document confirming the absence of HIV infection. In addition, drug addicts and persons suffering from infectious diseases that pose a danger to others will not be allowed into Russia.
