The migration bill provides for cuts in benefits for certain groups of refugees and an expansion of the list of safe countries of origin
According to the bill, financial assistance for refugees in initial distribution centers will be replaced by social assistance where possible. Payments will be available to migrants only one month in advance, and certain groups of refugees will have their cash benefits reduced. The acceleration of deportation from Germany of migrants who seek asylum for economic reasons is also planned.
Refugees whose period of stay in Germany has expired will be deported without warning. Albania, Kosovo and Montenegro will be added to the list of safe countries of origin.
The document provides for financial assistance to the federal states and permanent government participation in migrant costs. From 2016, the government plans to allocate 670 euros per month per refugee to the states from the moment of registration until the end of the asylum procedure.
In total, next year the federal states will receive 2.68 billion euros from the national budget. It is assumed that this amount will be sufficient to support 800,000 refugees for five months – the time it should take to process asylum applications. Also from 2016 to 2019, the government plans to allocate 500 million euros annually for the construction of social housing.
According to Deutsche Welle, the German parliament is to consider the bill in October, and if approved, the document will come into force on November 1, 2015.
