The card will record registration for migration registration, the fact of issuance of a work permit, passing a medical examination, and signing a contract with an employer, Alexei Alexandrov, chairman of the committee for interregional relations and national policy of the city, told journalists. In addition, according to him, a migration terminal for arriving foreign workers may open in Moscow by summer. The «Single Migration Window» will include departments of the Federal Migration Service (FMS) where migrants can register, obtain a work permit, and a representative office of tax authorities where they can get a taxpayer identification number (INN). The center also plans to create an employment and housing selection department.
Alexandrov did not forget to traditionally complain about the federal migration legislation and the inefficiency of the quota system. According to him, in 2007, 640,000 work permits were issued to labor migrants in Moscow, but only 207,000 notifications of employment were received. The fate of the remaining 433,000 guest workers is sad, the official assured: they have either already left Russia, or are working illegally, or have fallen into criminal networks.
To save new waves of migrants from a sad fate, Moscow authorities have prepared a draft federal law according to which quotas will be determined not by Rostrud (Federal Service for Labor and Employment), but by a tripartite commission consisting of city authorities, trade unions, and the association of industrialists of the region. «Who, if not such a commission, should determine the size of quotas,» Alexandrov is confident.
However, the undisguised desire of the capital's officials to control migration processes did not find a response in the federal authorities of Russia. «It is clear that such proposals are not interesting for Rostrud officials, as they wrest the reins of the migration process from their hands,» the official complained.
