Since 2014, Malta has established a special State Development Fund and launched the Individual Investor Programme, under which foreign investors contribute funds to the Fund and in return receive full Maltese and EU citizenship by investment.
The process consists of several stages and takes on average from one to one and a half years.First stage: Temporary residence permit and insurance.
Obtaining a temporary residence permit (cost of renting accommodation – 50,000 euros) and obtaining an international insurance policy (from 50,000 euros) in the name of the investor. The process takes 7-30 days.
Collection of mandatory documents (2-3 months). Applicants must have no criminal record and not be under investigation; to confirm this, lawyers (certified programme agents) request the appropriate certificates.
The persons specified in the application must be healthy – free from infectious and serious genetic diseases.
Verification by authorised bodies, due diligence, to check the reliability of applicants and their compliance with the programme conditions (3-4 months).
Verification fee:
• 7,500 euros (main applicant);
• 3,000 euros (minor children);
• 5,000 euros (adult family members).
Second stage: Investment (about 1 month).
After verification, the investor makes a contribution to the Malta Development Fund (improvement of infrastructure, education, healthcare, etc.) of at least 650,000 euros for the main investor, and 25,000 euros for each minor, and 50,000 euros for each adult participant in the application. After the programme is completed, these investments are not refundable.
Amounts of administrative and legal costs:
• 70,000 euros (main applicant);
• 15,000 euros (adult participants);
• 10,000 euros (children under 18).
The second type of investment is the purchase (for 350,000 euros) or rental (for 16,000 euros) of real estate. This property can be sold or the contract terminated without loss of citizenship after five years (without paying tax on the sale of residential property).
The third mandatory type of investment is the purchase of government bonds with a term of at least 5 years for an amount of at least 150,000 euros. These investments can yield a return of 1.5 percent per annum.
Mandatory payment of bank fees – 200 euros for all members of the application.
Third stage: Obtaining a Maltese passport
Requires a personal visit to the island (for 2-3 days) to provide biometric data, take an oath, and receive an EU citizen passport (4-6 months). The cost of each biometric Maltese passport is 500 euros.
