As reported by RIA Novosti, it is proposed that for filing a petition for exemption from passing exams in the Estonian language, as well as knowledge of the Citizenship Act and the Constitution of the Republic of Estonia, a person with a disability must first consult a family doctor. The family doctor, in cooperation with other specialists, must give a medical opinion stating the extent to which the health condition limits the capabilities of the citizenship applicant when passing exams in accordance with established requirements.
In the application to take the exams, which the person will then submit to the State Examination and Qualification Center, it will be necessary to indicate that they additionally petition to change the form of the exam, as well as the scope of the exam.
A person with a disability also has the right to petition for full exemption from the exams, but this application must be accompanied by a medical opinion.
