As reported by the Department of International Education and Cooperation of the Russian Ministry of Education, the ministry has developed tests and approved a list of universities where state examinations in Russian as a foreign language can be taken 'at a level not lower than the basic level of general proficiency in the Russian language'. The test materials have been registered by the Ministry of Justice and have already been sent to these educational organizations, the Ministry of Education stressed. A foreigner taking the test must have knowledge of spoken Russian and be able to read a text. As noted by the Ministry of Education, all tasks 'are taken from real-life situations'.
In Moscow, 11 universities will conduct testing of foreign citizens, and two more universities in the Moscow region, about six universities in St. Petersburg and two in the Leningrad region. In the rest of Russia's regions, one or two universities will administer the tests.
