Certification in Rostechnadzor is within the responsibility of the organizations themselves that carry out hazardous activities. The organization itself is obliged to pay for certification and arrange conditions for the certification by an inspector, if the field of activity concerns manufacturing, installation, commissioning, maintenance or repair of:
- technical devices in hazardous production,
- devices at a facility that has a negative impact on the environment,
- thermal power plants and networks,
- hydraulic structures.
Also, certification of specialists is needed for employees of organizations engaged in transportation of hazardous substances, conservation, liquidation or technical re-equipment of hazardous production facilities.
At the same time, the procedure and conditions for training and certification in the field of industrial safety are described by Order No. 37, which defines the procedure for training and subsequent certification of employees of all organizations that are in one way or another supervised by the Federal Service responsible for environmental, technological and nuclear supervision.
