An employer does not have the right to allow employees who have not undergone appropriate training to work with electrical appliances. For these employees, electrical safety certification is intended. But before certification, of course, it is necessary to undergo training. After passing the certification, the employee is issued a certificate of the established form, after which he can be allowed to work with appliances and can perform his work.
At enterprises, personnel is divided into three main groups:
– electrical engineering;
– electrotechnological;
– non-electrical.
For all these groups, electrical safety certification is required, which is divided into initial and periodic. In some cases, extraordinary certification may take place.
Initial certification is carried out when hiring a person whose activities will be related to electrical installations. It is also needed for employees whose work break was three years or more.
Regular inspection should be carried out within strictly established deadlines, which may differ for different categories of workers. Thus, electrical engineering personnel who are directly involved with electrical appliances (work with them, adjustment, etc.) must undergo certification at least once a year – since this activity is associated with the greatest risk of electric shock in case of improper handling of appliances and installations.
Administrative and technical personnel, as well as employees authorized to inspect electrical installations, must be certified at least once every three years.
To conduct certification, it is necessary to create a commission at specialized institutions. These may be advanced training institutes or training centers. The composition of the commission is approved by order of the head of the state energy supervision authority. The chairman of the commission appoints an inspector for state energy supervision. Only after all these procedures can electrical safety certification be carried out.
The importance of this certification cannot be underestimated, since in the event of accidents, the fact of its conduct for a particular employee will be of fundamental importance.
