Deputy Chairman of the Duma Committee on Education and Science Oleg Smolin said that the law introduces the concept of "distance educational technologies". This is a technology for obtaining education through telecommunications means, when the interaction between the student and the teacher occurs at a distance. With the adoption of these amendments, education will be conducted through lectures on television and the Internet, combined with traditional teaching methods. According to Oleg Smolin, this law "equates students studying via distance educational technologies with ordinary students in ordinary institutions".
