According to the government resolution approved on August 28, a child deprived of parental care is subject to registration at three levels - primary (in the district education department), regional (in regional education departments) and centralized (in the Child Adoption Center).
Persons who want to adopt a child apply with a written application to the district education department at the child's place of residence, and those who live outside Ukraine, including foreign citizens, to the Child Adoption Center.
The procedure contains a list of documents that persons wishing to adopt a child must submit. In particular, foreign citizens must provide an obligation to register the child with the relevant consular or diplomatic mission of Ukraine within a month after the child leaves for another country. The procedure clearly establishes the deadlines for providing information about children subject to adoption, as well as the adoption procedure itself.
The document states that adoption of children by foreigners is carried out through the Child Adoption Center and only on the basis of a court decision. Children adopted by foreigners are subject to registration with the Ministry of Foreign Affairs, and the registration of such children living outside Ukraine is maintained until they reach the age of 18 by the consular office or diplomatic mission of Ukraine on behalf of the Ministry of Foreign Affairs.
