From the Ukrainian side, the convention was signed in Kyiv by the Minister of Foreign Affairs of Ukraine Anatoliy Zlenko, and from the Cuban side by the head of Cuba's foreign policy agency Felipe Pérez Roque. The agreement on legal relations was signed by Felipe Roque and the Minister of Justice of Ukraine Oleksandr Lavrynovych.
During a joint press conference after the talks, the Cuban minister noted that the signed convention on the avoidance of double taxation is “a very important step towards increasing the volume of bilateral investment between Ukraine and Cuba.”
Felipe Roque once again confirmed that Cuba supports Ukraine's accession to the WTO and has repeatedly publicly stated this position. According to him, during the talks the sides discussed all possible prospects for bilateral cooperation. He also noted that Ukraine and Cuba have every opportunity to increase trade turnover. “We must work to change the position in the sphere of trade and economic cooperation,” the Cuban minister stressed.
In turn, Anatoliy Zlenko noted the importance of the signed convention on the avoidance of double taxation, the intensification of joint Ukrainian-Cuban investment activity, and the deepening of cooperation in the industrial sphere. According to him, the level of trade and economic cooperation between the two countries, unfortunately, “is not indicative.” In this regard, the minister noted great prospects in the field of trade and the importance of increasing mutual investment. Anatoliy Zlenko expressed hope that in the near future a protocol on access to markets for goods and services will be signed between Ukraine and Cuba.
