The commission is headed by Vice-Premier, Minister of Foreign Affairs of Turkmenistan Rashid Meredov. It also includes deputy ministers of national security, defense, internal affairs, and deputy head of the state border service, as well as a representative of the legislative body - the Mejlis (parliament) of Turkmenistan and the presidential administration.
Starting March 1 of this year, migration cards are introduced, which foreign citizens will fill out at border crossing points. They are expected to be of three types: regular, simplified, and for transit passage. One copy will remain on arrival in the country, and another on departure. After receiving a visa, foreign citizens crossing the border of Turkmenistan will pay a special registration fee ($10) and receive a document allowing them to stay in the country. On departure, it will be returned to a representative of the new service.
From March 1, exit visas and new rules for crossing the state border by citizens of Turkmenistan are also introduced. In order to leave the republic, it is necessary to obtain an exit visa. Their issuance will not be required for those holding diplomatic and service passports.
The legislation of Turkmenistan may establish temporary restrictions on the rights of individual citizens to leave the country. In particular, these may be persons "connected with awareness of state secrets, initiation of criminal proceedings, conviction for a committed crime, filing a civil lawsuit in court, conscription for compulsory military service, and providing deliberately false information about oneself." In early February, the President of Turkmenistan stated that the free exit of Turkmen citizens from the country allowed criminals to evade responsibility on the territory of other countries.
