At Pulkovo Airport you can only order an official car. The nearest metro station from the airport is Moskovskaya. Getting there is not cheap – it is unlikely that a taxi driver will agree to go for less than 600 rubles.
If you have arrived at one of the railway stations, the trip will be somewhat cheaper. This is because all stations are located within the city limits. At the station you can call a legal taxi, or stop a car on the adjacent street. But do not forget that a ride with a private driver in Saint Petersburg is fraught with trouble.
The average cost of a taxi in St. Petersburg is quite high even compared to other regional centers of Russia. For example, a ride from Pulkovo Airport to the city center will cost approximately 1,000 rubles. On average, ordering a car and the trip costs between 20 and 30 rubles per kilometer. Given the fairly large distances, the existing minimum fare (250-300 rubles), as well as the charge for idle time (waiting), which includes traffic jams (5-10 rubles per minute), any taxi in any city is a rather expensive mode of transport.
A ride with a private taxi will be somewhat cheaper. This type of service in the Northern capital is usually provided by citizens of various southern republics. Naturally, they will not provide you with any trip documents. But a private driver can take you from one district to a neighboring one for as little as 100-200 rubles. However, we repeat, by choosing such a ride, you are taking a risk. One does not need to recall many real-life examples when a passenger encountered a criminal in the guise of an illegal driver, resulting in loss of money or even physical harm. After all, human health and life are much more important than saved money.
