Only Swedish citizens will be able to obtain the new identity card, while foreign citizens with residence permits in Sweden will still be required to present a passport with an attached permit when crossing the state border. The National Police Board of the country will begin developing a prototype of the new 'Schengen' identity card immediately after the summer vacation period. According to plans, this work is to be completed by the end of summer 2004.
