All these requirements are collected in a 10-page memorandum of understanding that the US intends to discuss with European countries. The new security measures for transatlantic flights, which the US insists on, also include the escort of all US airline flights by armed guards. EU representatives have already called these proposals "problematic" and compared them to blackmail.
