«Even before my bill, the Tymoshenko bloc discussed a law that is virtually no different from my proposal. The Verkhovna Rada considered proposals not to change the current, established, and strengthened system of higher education. As for the bill from the Tymoshenko bloc, it has some features: everyone remembers the independent external evaluation, where you could get up to 400 points, as well as a certificate with a maximum grade of 12 points.
We, however, propose a bill that assumes 200 points for the school certificate, with which applicants will enter higher education institutions. However, if the bill is proposed by Maksym Lutskyi, everyone considers it their duty to suspend it.
Higher education has every chance to turn into an ordinary and uncontrolled circus. For example, the issue of student self-government, where students will independently decide whether to expel a person or not. Of course, this should not happen under any circumstances. The point is that if a student has some academic debt, his main task is to correct the unsatisfactory grade, and nothing more. If he fails, he is subject to immediate expulsion. And the concept of economic debt is much more important and definite than some abstract 'self-government'.
The opposition is trying to block this law. To date, we have processed more than three and a half thousand amendments to the bill; the opposition's imagination is not limitless, so we are ready to further consider all proposed amendments,» reflects Maksym Lutskyi.
In addition to this bill, a big stir was raised by the proposal of the Minister of Education of Ukraine to somehow enlarge Ukrainian universities. The only way to do this at the moment is their merger. The minister's plans include the figure of 90 universities – that is how many should remain after all enlargements and mergers. But the demographic situation in the country does not allow carrying out such modernization properly.
