Commenting on the signing of this document following a meeting of the Russian-Ukrainian joint commission, Ukrainian Prime Minister Viktor Yanukovych noted that it creates conditions for the movement of citizens of the two states and for addressing issues of their employment. The Prime Minister also noted that this agreement conforms to international standards for addressing issues of migration policy.
