Temporary registration is the mandatory procedure for registering foreigners at their place of stay in Russia. The deadlines for registering foreign citizens (their placement on migration records) are no more than 7 working days after entering the territory of the Russian Federation (RF).
The temporary stay of foreign citizens who came to Russia in a visa-free regime is no more than three months, except for certain cases provided for by the law of the Russian Federation. All responsibility for the timely receipt of permission to stay in the country lies with the receiving party: the hotel complex, employers, relatives, or friends.
It should be noted that the registration of foreign citizens in Moscow (or another city of Russia) is a necessary and unconditional condition for their temporary stay in the Russian Federation. At the same time, it is extremely important to have a migration card with you, without which registration becomes impossible. The mark of registration of documents is placed by the migration authority directly on the day of their submission, while the recording of data on the place of residence is carried out no later than the next working day.
Registration of visiting citizens in Moscow is all the more relevant in light of stricter sanctions in case of any violation of labor legislation. According to the current legislation on the territory of the Russian Federation, there is a certain procedure for attracting labor force of foreign citizens. An employer has the right to hire foreign workers only if they have the appropriate permit to attract and use the labor of foreigners.
Citizens have the right to carry out labor activities on the territory of the Russian Federation only if they have a work permit for citizens of the CIS (or in another Russian city).
Having completed temporary registration and a work permit, a foreign citizen can legally stay in Moscow (or the city specified by him) for the entire prescribed period. He has the right to get a job, register with a child at a clinic, enroll him in kindergarten or school, receive free medical care, get a loan from banks, and use other services provided for by law.
Upon expiration of the temporary stay period, a foreign citizen is obliged to leave Russia. To extend the existing period of stay, it is necessary to contact the migration service authorities in advance, before its expiration. Any violations of migration registration rules may entail administrative liability in the form of fines. In some cases, violations are fraught with deportation outside the Russian Federation, after which entry into Russia may be closed for up to five years.
A foreign citizen who has a temporary residence permit can obtain citizenship of the Russian Federation no earlier than after one year of continuous residence in Russia.
