A foreign citizen may obtain a work permit if he or she is registered in the Russian Federation as an individual entrepreneur and intends to carry out entrepreneurial activity without forming a legal entity, or is recruited as a foreign worker by an employer or customer of works (services) under labor contracts or civil law contracts within the number established in the permit for attracting and using foreign workers to carry out labor activity on the territory of Russia.
A work permit is issued to a foreign citizen who has reached the age of 18. Work permits are issued by territorial internal affairs bodies. The grounds for refusing to issue a work permit to a foreign citizen are the presence in the application and in the submitted documents of unreliable or distorted information, as well as the establishment of circumstances provided for by the law "On the Legal Status of Foreign Citizens in Russia". The period for reviewing the application should not exceed 30 working days from the date of submission of the application with all necessary and properly executed documents.
The applicant also submits copies of the specialist's certificate (certificate) on recognition of a document on professional education received by a foreign worker in a foreign state, as well as a special permit for a foreign citizen to enter the territory of Russia. If work subject to licensing is envisaged, additional documents may be required.
Official documents issued in the territories of foreign states, copies of which are submitted for obtaining a work permit by a foreign citizen, must be legalized in the established procedure at diplomatic missions or consular offices of the Russian Federation abroad.
A work permit in Russia is issued on a form with multi-level protection against counterfeiting and made in the form of a standard-size plastic card. A state fee is charged for issuing a work permit in the amount established by federal law.
A work permit is issued on the condition that the employer or customer of works (services) contributes, in the established procedure, the funds necessary to ensure the departure of each foreign worker from the Russian Federation by the appropriate means of transport.
An employer or customer of works (services) may be a foreign citizen registered in the Russian Federation as an individual entrepreneur.
