Outside the Russian Federation, the main identification document for a Russian citizen is a foreign passport. According to generally established rules, every citizen of Russia when traveling abroad must have their own foreign passport.
Today, a foreign passport is a necessary document without which it is impossible to leave for or enter another country. So how to get a foreign passport for the unemployed? Where to apply?
To obtain a foreign passport, you need to apply with a corresponding package of documents to the Federal Migration Service (FMS), at your place of residence or place of stay. The following documents are required for obtaining a foreign passport:
• copy of Russian passport;
• copy of insurance certificate of compulsory pension insurance;
• copy of employment record book certified by the employer;
• 3 photographs (if the passport is issued for a child, then two).
Depending on status, a military ID, command permission (if the citizen is serving in the Armed Forces of the Russian Federation), or a birth certificate (if the passport is issued for a child) may be required.
The time for accepting all documents is a maximum of 15 minutes, for receiving the passport – 10 minutes. Waiting time: when submitting documents should be no more than 30 minutes, when issuing a foreign passport – 20 minutes. Waiting in line should not exceed 30 minutes. If the time is exceeded without adequate reasons, you can file a complaint with the FMS.
Procedure:
1. The client provides documents to the office.
2. The employee registers the application on the government services portal and fills out a questionnaire for the client.
3. The employee collects a package of documents, which the client personally submits to the Federal Migration Service (UFMS). Submission of documents occurs one to two weeks after application registration.
4. Having received an invitation from the UFMS, the company employee informs the client of the date and time for receiving the foreign passport. This occurs two to three weeks after submitting documents to the UFMS.
The issuance period for a foreign passport from the moment of providing the necessary documents cannot exceed one month (if documents were submitted at the place of residence); if you need to obtain a foreign passport without registration in Moscow, it will take four months.
