Deputies took into account the president's proposal and excluded from the law the provision according to which the national commission on the affairs of foreign Ukrainians makes decisions on granting them quotas for education and advanced training at the expense of the state budget of Ukraine. The parliamentarians also, at the president's proposal, excluded from the law the norm defining the legal status of a foreign Ukrainian as the definition in Ukrainian legislation of the rights, freedoms, and duties of Ukrainians living outside Ukraine and not having Ukrainian citizenship. In addition, the law excludes the provision according to which the system of bodies dealing with the affairs of foreign Ukrainians includes the national commission on the affairs of foreign Ukrainians, as well as other bodies of state power and local self-government. The law establishes the conditions for granting the status of a foreign Ukrainian, and also determines the grounds for refusing to grant such status.
