A rumor has spread across Russia that the limit on the number of labor migrants in the country may be abolished. Yes, this is indeed true. The government has stated that it is time to reform the system of regulating external labor migration.
We are already accustomed to the fact that every country has its own illegal labor migrants or gastarbeiters. They do not play online games, but work day and night in our countries for pennies, because in their homeland they cannot earn even that much. Why can't these people come, for example, to Russia officially?
Until now, quotas have been established that regulate the number of arriving labor migrants. These quotas, unfortunately, diverged from the needs of the country's market, which led to an influx of a huge number of illegal labor migrants. This means that any citizen of the country can hire such a gastarbeiter for five hundred rubles, rather than paying their compatriot several thousand for the same work.
Now the government has decided to replace the quota system with a patent system. This mechanism allows arriving migrants to legalize, not fear the employer, and independently find work without fear of deportation to their homeland due to lack of documents.
Let us say a few words about how this problem is solved abroad. World experience has shown that tightening migration legislation often leads to an improvement in the system of interaction between employer and labor migrant. Many European countries have clearly defined how many migrants they are ready to accept. This makes it possible to provide all arrivals with work. Of course, there are always problems. Nevertheless, they need to be solved.
Many officials in Russia believe that the adoption of the new law will allow labor migrants to completely take over the labor sphere in the country. As is known, every country has problems with corruption. People worry that a loophole will be found here too, which will completely deprive control over the level of labor migration.
Perhaps now is simply not the time to adopt such a law. As is known, the global financial crisis has not yet reached its logical conclusion. There are not enough jobs even for Russian citizens, and the government is also inviting labor migrants.
