This document aims to speed up and toughen the deportation process for those denied asylum in Europe. According to the plan, an immigrant should be sent either to the state from which he arrived, or to the last "safe" non-European country through which he traveled to Europe. At the same time, he cannot be handed over to the authorities of a country where he could potentially face the death penalty, torture or persecution. The expulsion operation must begin no later than 36 hours after the decision on the immigrant's status. Law enforcement officers accompanying the immigrant will not be armed and must be dressed in civilian clothes.
