According to Tyurkin, some problems related to migrants' non-compliance with Russian laws exist, but there is no basis for a fundamental change in the law yet. He stated that today it is already becoming unprofitable for employers to use illegal migrant labor, as they are charged very high fines: 800,000 rubles per person.
Answering questions, the deputy director of the FMS said that the abolition of migration cards in Russia is not planned, as this mechanism works quite effectively. Mikhail Tyurkin noted that the creation of a database for registering foreign citizens in Russia is at the completion stage. 'We have more than 55 million personal records in this database,' he said.
Last week, FMS Director Konstantin Romodanovsky said in an interview with Rossiyskaya Gazeta that in Russia, in the nine months of this year, 6.3 million migrants registered for migration. This is almost twice as much as in the same period last year. 'The new legislation has increased the transparency of migration flows by more than 1.5 times. That's a lot,' said Romodanovsky.
He believes that the increase in the number of labor migrants who work legally in Russia confirms the correctness of the changes in migration legislation. 'It is gratifying that migrants have clearly shown their desire not to hide in the underground. Normal people come to us, they want to legalize. The legislator was not mistaken in making the worker the central figure in the legalization process,' he noted.
'As long as the CIS exists - a kind of analogue of a united Europe in the post-Soviet space, and we strive to strengthen the EurAsEC, and we live in a single labor market, a return to any prohibitive measures is practically impossible,' noted Konstantin Romodanovsky.
