The new border control requirements mandate the mandatory presentation of an identity card for citizens of Brazil and MERCOSUR countries, and a foreign passport for citizens of other countries. The requirement applies to motorists, motorcyclists, and passengers of tourist buses.
Before the introduction of this measure, tourists and businessmen freely crossed the Brazil-Paraguay border in both directions, which led to a large flow of migrants and uncontrolled movement of goods in the border area. A similar situation was observed on the border with Argentina.
