The pre-flight screening procedure will take three to four minutes longer than before. To avoid queues at check-in, airports will have to open new screening points and hire additional staff. Moreover, some passengers will be checked not only before but also after the flight.
First of all, flights from regions with a difficult crime situation will fall under such control. In addition, a semi-dry law officially comes into effect on flights: all bottles and flasks with liquid (juices, cosmetics, even plain water) carried in hand luggage must be packed in a transparent plastic bag. According to the new rules, liquids will have to be poured into small containers of no more than 100 ml each, but so that their total volume does not exceed one liter. One passenger is allowed to carry no more than one such bag of containers.
“Liquids in containers with a capacity of more than 100 ml are not accepted for transportation even if the container is only partially filled,” the document states. The exception applies only to medicines, baby food, and special dietary products.
Bags with containers will be sealed with adhesive tape, which may only be removed on board the aircraft. “Liquids purchased in duty-free shops at the airport or on board the aircraft must be packed in a securely sealed (tamper-evident) plastic bag that ensures identification of access to its contents during the flight, on which there is reliable confirmation that this purchase was made at airport duty-free shops or on board the aircraft on the day of travel,” the new rules state.
In personal items, it is permitted to carry in the aircraft cabin, in particular, one blood pressure monitor per passenger, one disposable lighter, and no more than two kilograms of dry ice for cooling perishable products.
In checked baggage, it is allowed to carry alcoholic beverages with an alcohol content of more than 24% but not exceeding 70% alcohol, in a volume of no more than 5 liters per passenger. There are no restrictions on the volume of liquids and alcoholic beverages with an alcohol content not exceeding 24% by volume in checked baggage.
Passenger screening will be carried out by transport police together with airport security services. The rules allow baggage inspection even in the absence of the passenger. In this case, its opening must be carried out by a commission of police and security officers in the presence of two witnesses. If an aircraft passenger refuses pre-flight screening, the air passenger transportation contract is considered terminated.
In the US and Europe, new rules for carrying liquids for air passengers were introduced after a “terrorist plot” was uncovered in the UK in August 2006, in which, according to intelligence services, terrorists intended to blow up planes using liquid explosives.
