According to him, the cards are issued at any visa and registration office, and "no one has the right to refuse a person who applies for them, let alone fine them for lack of registration." At the same time, the general explained that the migration card received by an unregistered foreigner will bear a mark "must register," which the recipient will have to do within the time limits established by law. He also reported that, as an experiment, a "hotline" will temporarily operate at the FMS, to which people can turn and report all cases of refusal to issue migration cards.
The head of the Federal Migration Service of the Russian Ministry of Internal Affairs urged foreigners to refuse the services of fraudsters selling fake cards. He explained that when a genuine card is issued, its stub, which has a corresponding number, is stored in a special database, so it will not be difficult to detect a forgery. The general advised foreigners "not to throw money away and not to expose themselves to real danger." Persons detained with fake cards will be brought to criminal responsibility, Andrei Chernenko emphasized.
According to the Russian FMS, about eight million migration cards have already been produced in Russia to date, and more than 300,000 have been sent to migration control points in Belarus, RIA Novosti reports.
